It does this through a combination of grants, capacity building support, networking events, workshops, conferences and storytelling to share examples of good practice and amplify community voices.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The program hosted the first networking event for regional NFP leaders in March, when 42 NFP leaders from across the region came together in Mollymook to connect, reflect and imagine what stronger, more resilient communities could look like, and to decide how systems change might be approached collaboratively.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Carolyn Ardler, FRRR’s South Coast Futures Program Manager, says work is already underway on a range of initiatives related to health and wellbeing, social isolation and connection, and discussions have also identified a strong interest in collaborating around youth and youth leadership.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“We’ve already awarded eight grants, totalling nearly $90,000. Several of these are what we call quick-response grants, which have enabled organisations to take action on time-sensitive opportunities. For example, we supported Shoalhaven Walking Together Alliance to organise an event on 26 January. This community event helped to boost cultural understanding and acknowledge colonial history, truth-telling and celebrate resilience across the region,” Ms Ardler said.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“Other funding has gone toward projects including co-designing a community garden and the governance structure around its management; backing a film that will tell the story of the Booderee National Park Handback; and designing local vocational pathways. We’re also proudly supporting </span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Southcoast Health and Sustainability Alliance (SHASA) to employ a coordinator to continue the Eurobodalla Bushfire and Heatwave Haven</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">, among other projects.”</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">SHASA have been funded $45,000 for a Coordinator, to build local capacity and strengthen networks to enhance community preparedness and resilience during extreme weather events in Eurobodalla.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">SHASA President Kathryn Maxwell said “The Haven Coordinator will be the conduit between SHASA’s volunteers and the Haven volunteers, ensuring that resources meet the needs of the Havens.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">During extreme weather events the Haven Coordinator will engage with each Haven to determine their hours of operational so that SHASA can share these details with the community via the media and social media. text-strikethrough-none">People passionate about improving healthcare in regional, rural and remote areas of NSW are invited to apply to join the Regional Health Ministerial Advisory Panel.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Expressions of interest (EOIs) are now open due to the conclusion of the current Panel’s three‑year term in July 2026.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Panel is an independent advisory body that provides strategic advice to the Minister for Health and Regional Health, and the NSW Health Secretary.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Its role is to identify opportunities and solutions that improve healthcare access, outcomes and service delivery across hospitals and health support services in regional, rural and remote NSW.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Panel also plays an important role in strengthening community engagement and ensuring local perspectives inform the design and delivery of healthcare services.</span></h6><h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Applications are encouraged from people who can represent the interests of regional communities, including Aboriginal people, and those who have knowledge, experience, or expertise in one or more of the following areas, aligned with the NSW Government’s </span><a class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-underline text-strikethrough-none" draggable="false" 									<h5 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Shannon View Restoration</span></h5><h5 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Over the past year, ‘Shannon View’ the 1829 residence of Francis Flanagan has been brought back to life with an extensive restoration.</span></h5><h5 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The property stands proudly on a knoll above the flood plain on the corner of Larrys Mountain Road and the Princes Highway. Kelly Dunn purchased the 7.97ha property in mid 2024. A keen horsewoman, Kelly was drawn to the area for its rural ambience. The house and sheds were in a dilapidated condition and she soon set about plans to restore it.</span></h5><h5 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Contacting Council early in her planning stage, Kelly was in praise of the help offered with the restoration.</span></h5><h5 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Peeling back the layers of building Kelly has kept the original layout of the interior, laying polished concrete floors and newly rendered walls.</span></h5><h5 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The copper roof tiles on the verandah were recast in gal to keep the same profile.</span></h5><h5 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Kelly has reused as much of the original materials as possible in the restoration. Doors and window frames have been restored and rehung. The new iron bark verandah posts are repurposed telegraph poles.</span></h5><h5 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Now with all the mod cons, Shannon View retains its heritage through the careful balance of old and new.</span></h5><h5 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">All of this has been documented from April 2025 to April 2026 by the ABC TV program ‘</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Restoration Australia’</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none"> and will be screened in the current series.</span></h5><p><span style="text-decoration: underline;"><strong>Or See on Iview https://iview.abc.net.au/video/DO2310H006S00</strong></span></p>								</div>

									<h6 class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Early History of Shannon View</span></h6><p><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Francis Flanagan had arrived in NSW in 1827 with funds, but was not able to get a land grant, so he sailed to Ulladulla and travelled overland with the help of Aboriginal guides and became the first non aboriginal resident of the area.</span></p><p>According to Stuart Magee (<span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">mdhs.org.au)</span> “Flanagan was Eurobodalla’s first farmer. In 1829 he selected 1,280 acres at Mullenderee and built his farm Shannon View, the site of which is still identifiable. Within a few years, and using convict labour, he cleared and fenced 400 acres and owned 800 cattle, 12 horses and 200 pigs.1 His dairy would produce butter and possibly cheese for the growing population of Broulee.”</p><p>“Nevertheless, he performed duty over a number of years as a local magistrate, census taker and distributor of government blankets to the Aboriginal people” says Magee.</p><p>Flanagan leased farms to Irish migrants and established a Catholic school for their children.</p><p>Selling Agent James Hamilton from LJ Hooker said “The echoes of the past resonate in every rustling leaf and babbling brook of the property, where the first St. Mary&#8217;s Catholic School found its roots in 1847. Though the original school building met a tragic fate in a fire, it was reborn and relocated to its current location, marking yet another chapter in the enduring history of this place.”</p>								</div>

									<p>EDP, through EDP Renewables Australia, has been awarded AUD$3 million in funding from the Australian Renewable Energy Agency (ARENA) to develop the Braidwood Renewable Microgrid Project. The Braidwood Renewable Microgrid Project in New South Wales is a community-focused microgrid pilot designed to strengthen long-term energy resilience for Australia.</p><p>This project provides energy security for local communities located on a vulnerable section of the national electricity network, where damage to distribution lines can cause prolonged power outages. When deployed by EDP Renewables Australia, the ARENA-funded microgrid will enable the community to maintain power if grid connection is lost, keeping essential services running while repairs are underway.</p><p>Once successfully demonstrated in Braidwood, the microgrid solution could provide the basis for replication in areas where the grid is vulnerable to unplanned outages. Initiated in response to the 2019-20 “Black Summer” bushfire crisis, the project addresses the critical energy resilience challenges exposed during extreme weather events.</p><p>Developed in collaboration with local community group Braidwood Clean Energy, the facility comprises a town scale 5MWac of solar capacity and a 5MW/10MWh battery energy storage system (BESS).</p><p>Central to its design is the &#8220;island-mode&#8221; capability, which allows the system to safely disconnect from a compromised national grid and operate autonomously as a self-sustaining local microgrid. This operational flexibility ensures a secure, continuous energy supply when the connection to the grid is disrupted.</p><p>The initiative is among the first projects funded under Stream A (Regional Australia Microgrid Pilots) of the ARENA Regional Microgrids Program. The grant funding will support the reduction of technical, commercial, and regulatory barriers for future developments. This includes the investigation and resolution of operational protocols, commercial agreements and regulatory approvals.</p><p>Under standard operating conditions, energy generated by the system will be exported to the national grid and is anticipated to offset approximately 7,537 tCO2e per year*. During extreme weather events, the system will pivot, if necessary, to supply the local Braidwood community and the nearby township of Majors Creek with the energy they need.</p><p>“Projects like Braidwood show how renewable energy and storage can be configured to keep communities powered during grid disruptions. Through ARENA’s Regional Microgrids Program, we’re supporting solutions that not only improve resilience locally, but also provide a model that can be applied in other communities across Australia facing similar risks,” commented Darren Miller, CEO of ARENA.</p><p>“Braidwood Clean Energy was established in 2019 to promote energy efficiency and solar energy for the region. Braidwood and its surrounding villages and farms are innovative, progressive and optimistic about the future. When we learned of possible funding to develop a modern approach to energy security, we formed a partnership with EDP Renewables Australia to help make it happen. This ‘island-able’ solar-generated power supply will demonstrate that Braidwood can be both historic and futuristic in a way that other towns will surely follow,” commented Paul Cockram, President of Braidwood Clean Energy.</p><p>“Our commitment to the local community is at the heart of this project. We are grateful to Minister for Climate Change and Energy, Chris Bowen, Minister for Emergency Management and local member for Eden-Monaro, Kristy McBain, and the Queanbeyan-Palerang Regional Council for their vital support in the project’s development. Together, we are not just safeguarding the local community from severe grid disruptions, we are also setting a new standard for Australia&#8217;s energy transition,” said Simon Franklin, Australia Country Director, EDP Renewables APAC.</p><p>EDP Renewables Australia is also committed to working closely with Braidwood Clean Energy to establish an effective benefit-sharing framework for the local community. The project’s Development Application (DA) was lodged in March 2026 and is currently under review. If approved, construction works are scheduled to commence during the first quarter of 2027, with commissioning scheduled for February 2028.</p><p><strong>About Braidwood Clean Energy </strong></p><p>Braidwood Clean Energy (BCE) is a not-for-profit community-based Association in NSW Australia. It was formed by volunteers wanting to see a greater transition to renewables within its district. 									<p><strong>Eurobodalla Council</strong> is inviting community comment on the draft Moruya Flood Study and Floodplain Risk Management Study and Plan, the documents are on public exhibition until Wednesday 10 June 2026.</p><p>The studies assess flood behaviour and flood risk across Moruya, identifying practical measures to assist with flood management into the future. The study area stretches from the Moruya River mouth upstream to Wamban Creek and includes surrounding waterways such as Dooga Creek, Malabar Creek and Racecourse Creek.</p><p>Eurobodalla Council’s director of planning and environment Gary Bruce says the exhibition period is a key part of the planning process, giving residents, businesses and landowners an opportunity to see the modelling before the studies are finalised.</p><p>“We’re not adopting these studies yet. Public exhibition is the community’s formal opportunity to look at the work completed to date, ask questions and provide feedback to help shape the final documents,” Mr Bruce says.</p><p>The modelling shows flooding remains a significant and complex challenge for Moruya, particularly when flooding, tides, impacts from climate change and road overtopping combine. Some of the towns key transport routes, including the Princes Highway, South Head Road, Albert Street and Murray Street – are identified as vulnerable to major flood events.</p><p>“We also identify possible risk-management measures like improved emergency planning, flood warning information, and selective road raising to ensure long-term resilience for the town centre and vital infrastructure,” says Mr Bruce.</p><p>Advances in flood modelling and updated rainfall data has led to higher predicted flooding in some areas compared with earlier studies.</p><p>“We’re already hearing concerns about how this modelling could affect Moruya’s development, particularly in the CBD. However, the draft documents largely reflect flood controls already in place. This exhibition period is specifically designed so we can hear from right across the community before anything is finalised,” Mr Bruce says.</p><p>“These documents reflect almost three years of work with specialist consultant Rhelm, technical agencies and community consultation, and have been reviewed by Council’s Climate and Environment Advisory Committee.”</p><p>Council is providing the community with opportunities for face-to-face discussion with Council staff and flood specialists, with two drop-in Sessions at Moruya’s Dr Mackay Community Centre:</p><p>* Monday 25 May from 3-7pm<br />* Tuesday 26 May from 9am-1pm</p><p>In addition, there is an online survey available on Council’s <a href="https://www.oureurobodalla.esc.nsw.gov.au/">Our Eurobodalla</a> community engagement platform. Mr Bruce says there will be targeted sessions with Aboriginal stakeholders including local land councils and Elder groups, as well as emergency services and warning providers like the Bureau of Meteorology and Water NSW.</p><p>The <a href="https://www.esc.nsw.gov.au/council/major-projects/planning-and-conservation/moruya-flood-study-and-floodplain-risk-management-study-and-plan">draft Moruya Flood Study and Floodplain Risk Management Study and Plan are available on Council’s website</a>, with hardcopies available at the Batemans Bay, Moruya and Narooma Libraries, and at Council’s administration building in Moruya. Submissions can be made online, by email or in writing during the exhibition period.</p><p style="font-weight: 400;"><strong>Community can observe Bay floodplain-risk workshop</strong></p><p style="font-weight: 400;">Councillors will attend a workshop on Eurobodalla’s Floodplain Risk Management Study and Plan for Batemans Bay next week, ahead of the 26 May general meeting. Starting at 10am on Tuesday 19 May, the workshop is open for community observation.</p><p style="font-weight: 400;">Councillors can discuss proposed mitigation measures that minimise impact from flooding and inundation on Batemans Bay and surrounds.</p><p style="font-weight: 400;">The community are invited to attend the Moruya Administration Building’s Council Chamber in person or watch online using Council’s <a href="https://webcast.esc.nsw.gov.au/" data-saferedirecturl="https://www.google.com/url?q=https://webcast.esc.nsw.gov.au/&amp;source=gmail&amp;ust=1778798768477000&amp;usg=AOvVaw2tbRXyXLigjzzd69gUhsLY">webcast service </a>(live for the workshop), with the understanding this is an observation-only – not an active-participatory opportunity.</p><p> </p>								</div>

									<p>The NSW Government is getting on with the job of improving safety and reliability on the Kings Highway, with almost $14 million in upgrades to begin this month.</p><p>The package includes strengthening work on Warri Bridge west of Braidwood, two road resurfacing projects at Bungendore, and the start of major safety improvements at West Mulloon.</p><p>“The Minns Labor Government is continuing to invest in safer, stronger and more reliable roads across regional NSW”, said Member for Monaro Steve Whan.</p><p>“This almost $14 million package will deliver practical upgrades along the Kings Highway, including bridge strengthening, road resurfacing and safety improvements at West Mulloon.</p><p>“The Kings Highway is the most important connection between the NSW South Coast and the ACT, and these works will help improve safety, resilience and efficiency for the communities, businesses and visitors who rely on it.</p><p>“We know regional roads need ongoing investment, and the Minns Labor Government is getting on with the job of delivering the upgrades that matter.”</p><p><b>The investment includes:</b></p><ul><li>$8.15 million under the Towards Zero Safer Roads Program to widen a four kilometre section at West Mulloon</li><li>$3.8 million to resurface two sections of the highway at Bungendore</li><li>$1.6 million to strengthen Warri Bridge west of Braidwood</li></ul><p> </p><p>Work to strengthen the pier headstocks of Warri Bridge started on Monday 4 May and is expected to continue until Friday 31 July, weather permitting.</p><p>The project will improve the resilience of the bridge and help maintain access for motorists. The first resurfacing project will start on Monday 18 May on a 1.85-kilometre section of the highway near Mill Post Lane, south-west of Bungendore.</p><p>Work is expected to take up to four weeks to complete, weather permitting. The second resurfacing project will follow from Monday 15 June on a 700-metre section of the highway between Malbon Street and King Street in Bungendore. Work is expected to take up to three days to complete, weather permitting.</p><p> </p><p>From Wednesday 20 May, work will also begin on the West Mulloon Safety Improvements project, west of Mulloon Road.</p><p>The project will deliver wider lanes, improved drainage and a minimum one-metre shoulder on both sides of the highway for four kilometres. Work is expected to be complete by November, weather permitting.</p><p>For the resurfacing projects near Mill Post Lane and Malbon Street, work will be carried out on weekdays between 7am and 6pm, and Saturdays between 8am and 1pm.</p><p>Single lane closures, a reduced speed limit of 40 km/h and stop/start traffic control will be in place during work hours. A 60 km/h speed restriction will be in place outside work hours for the safety of motorists.</p><p>Work on the West Mulloon Safety Improvements project will also be carried out on weekdays between 7am and 6pm, and Saturdays between 8am and 1pm, with single lane closures and stop/slow traffic control in place.</p><p>Motorists are advised to drive to the conditions, follow the signs and traffic control, and allow an additional five minutes of travel time.</p><p>For more information, visit the Kings Highway webpage, download the Live Traffic NSW app, visit livetraffic.com or call 132 701.</p>								</div>

									<p>As part of National Palliative Care Week, community members are invited to come together in Moruya and Narooma for a special community screening and conversation exploring dementia and end‑of‑life care. Topics that touch every family, yet are so often hard to talk about.</p><p>On Thursday 14 May, 12–2pm, The Compassionate Care Collective will host simultaneous events in Moruya (Dr Mackay Community Centre) and Narooma (CWA Rooms), featuring a live screening of <em>Rethinking Dementia and End‑of‑Life Care</em> with Dr Michael Chapman, presented by Palliative Care Australia.</p><p>These gatherings offer a gentle, welcoming space to deepen understanding, reduce fear, and build confidence around some of life’s most challenging moments. Attendees are invited to arrive from 12pm for a cuppa before settling in for the presentation, followed by time to reflect, connect, and pick up helpful resources from local palliative care and dementia support representatives.</p><p>National Palliative Care Week is a reminder that good end‑of‑life care is everyone’s business — not just health professionals. It’s about community, compassion, and ensuring no one has to navigate dementia, dying, or grief alone.</p><p>The Compassionate Care Collective, a growing network of heart‑led locals across Eurobodalla and the Bega Valley, is working to build a more compassionate community around death, dying, caregiving and loss.</p><p>Both events on 14 May are free, thanks to the support of Eurobodalla Shire Council, CWA Narooma, and Coordinare. 									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">What should Council focus on next year, and where should the money go?</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Eurobodalla Council </span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">is inviting the community to give feedback on its draft Operational Plan 2026–27, which outlines the projects, services and spending planned for the year ahead. The plan is Council’s annual work program, turning the priorities of the four-year Delivery Program into on-the-ground actions for the community.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Also on exhibition are Council’s draft Fees and Charges and Long-Term Financial Plan, which set out how services are funded and what residents can expect to pay for &#8211; things like water, waste and facility use.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Council’s general manager Mark Ferguson said the documents give a clear picture of how Council plans to deliver services and invest in Eurobodalla over the next 12 months.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“We’re focused on balancing the services our community relies on with responsible financial management,” Mr Ferguson said.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“We know everyone has a view on what matters most in their community, whether that’s roads, parks, libraries or essential services like waste.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“This is a chance to have your say and help shape where we focus our time, energy and investment over the next year.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The draft documents are on public exhibition until 31 May, and community feedback will help shape the final plans adopted in June. 									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">At the Council meeting on 28 April 2026, in addition to specific local matters, Councillors discussed governance, decision-making, public transparency and risks to our local government democracy.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The discussion, brought on by concerned Questions on Notice from Councillor Anthony Mayne, broadly divided Councillors along two lines, those backing community input and better decision-making and those that were silent. Silence on better governance and transparency is a usually vote for no change, or a sign of no interest in the issue. In the pro-community, pro-governance and pro-transparency camp, Councillor Anthony Mayne and Deputy Mayor, Colleen Turner, spoke of valuing the community’s input, particularly in public submissions and public presentations at Public Access and Public Forum. Councillor Sharon Winslade highlighted the unworkable existing governance arrangements and supported the importance of transparency and credibility in public decision-making.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Councillor Mick Johnson lamented the quality of agenda papers and lack of value-add being produced by Council staff to inform decision-making. Councillor Schutz spoke of the importance of submissions though did not offer any suggestion on how the submissions could be made more beneficial for Councillors to consider their contents. At the meeting, the Mayor, Mathew Hatcher, and Councillors Phil Constable and Laurence Babington had nothing to add on behalf of the public interest. This was a missed opportunity.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Mayor is on record for trashing public submissions to the Batemans Bay Masterplan, calling submitters, “a bunch of naysayers”.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">At Public Forum, prior to the Council meeting on 28 April 2026, the Mayor shut down two speakers on public access to Umeboro (Coopers Island), treating them unfairly and without respect because he was in a hurry to close Public Forum. Had the speakers been treated like the other speakers before them, Public Forum would have been extended by around 10 minutes.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Eurobodalla community needs a Mayor and Councillors who value and listen to them and a Mayor that treats all of his constituents fairly and does not play favourites and trashes the work and contributions of his community and those that provide a different public perspective to his own, serves the Eurobodalla community poorly.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">In another way, the Council meeting on 28 April 2026 was memorable for being unworkable. The agenda papers, running 1,483 pages in length, possibly a Eurobodalla record, were distributed by Council staff only two business days before the meeting. Notable, the Mayor stated there were 300-400 pages only. This process gave Councillors very little opportunity to read and consider the material, and make informed decisions on behalf of the community.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">It gave the community little opportunity to consider and advocate their views and knowledge to Councillors at Public Forum. This is very poor governance and puts the community and their elected Councillors in an unworkable position. Despite this, Councillors should be congratulated for doing their best in the circumstances. Council staff should also be acknowledged for doing their best to progress the work of the community.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">However, we need to make things better.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Solutions to these challenges are straightforward. NSW Government legislation permits Councils to publish their agenda papers well before Council meetings. This could be seven days, 14 days or even a month before meetings. Failure to do this would appear to be an administrative preference of Council’s Executive Leadership Team.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">In the era of hundreds and thousands of pages of agenda papers, this is unhelpful and untenable. They need to ask themselves who does this behaviour serve. Councillors are more than a rubber stamp. The community deserves informed decision-making.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Another option would be to return to two Council meetings per month, as occurred in the past, with part of the monthly agenda considered in two meetings rather than one.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">A further option is the ability of Council staff to hold public meetings, workshops or discussions to inform Councillors on matters on monthly agenda items of business. Why did this not occur in April 2026? All of the above or a mix of them would help.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Another democratic improvement would be to correctly record the business discussed in Council meetings. At present, as highlighted by Councillor Winslade, the minute record is minimal, little more than a record of motions and voting, with no details of the debate. A simple solution here is to put a Hansard-type record of Council meetings on the website. This is a simple, implementable and inexpensive reform, which adds value to the webcast of proceedings.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"> </p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">All of these solutions are legal, simple, inexpensive and implementable. They would improve Council staff’s performance and accountability. They would allow Councillors to make better-informed decisions for the community, and they would give the community a fairer go and the prospect of better outcomes.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Eurobodalla community and its Councillors deserve improvement its democracy urgently. 									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Final certification documents on 11 Eurobodalla development approvals may be in doubt.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Last week the Bay Post’s Tim Grey published a story alleging that unlicensed certifiers had been operating for Eurobodalla Shire Council.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The story said “Eurobodalla Shire Council is facing the risk of millions in fines after a whistleblower revealed to the Bay Post that unlicensed inspectors had allegedly signed multiple occupancy certificates for homes across the shire.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Two separate sources from inside council allege at least 14 certificates may have been improperly issued. Council has confirmed it is aware of the unlicensed inspectors, and is investigating 11 invalid occupation certificates.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“The homes are scattered throughout the shire, with buildings allegedly in Catalina, Long Beach, Kianga, Surf Beach, Narooma, Lilli Pilli, Batemans Bay and Maloneys Beach affected.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The story said “If the allegations around the 14 invalid certificates are proven, Eurobodalla Shire Council could be open to fines more than $1,540,000.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">A Council spokesperson told the Moruya Mail: “Council is aware of alleged anomalies in the final certification documents on 11 Eurobodalla development approvals. This matter is subject to a legal review, once investigations are complete and any anomalies rectified, Council will present its findings to the Building Commissioner as it works toward a resolution for property owners.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“The legal uncertainty relates only to the occupation certificate – all inspections appear to have been done by registered certifiers. Letters have been sent to 11 affected property owners, and Council will work with them going forward. Only affected property owners will be notified. If you have not been contacted by Council regarding an occupation certificate, you are not affected” the spokesperson said.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“Council is working with a legal firm to understand potential avenues to rectify the situation. Ensuring property owners are not left vulnerable is a priority for Council.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Council cannot comment on staff employment or disciplinary matters.”</span></p>								</div>
