									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">What should Council focus on next year, and where should the money go?</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Eurobodalla Council </span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">is inviting the community to give feedback on its draft Operational Plan 2026–27, which outlines the projects, services and spending planned for the year ahead. The plan is Council’s annual work program, turning the priorities of the four-year Delivery Program into on-the-ground actions for the community.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Also on exhibition are Council’s draft Fees and Charges and Long-Term Financial Plan, which set out how services are funded and what residents can expect to pay for &#8211; things like water, waste and facility use.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Council’s general manager Mark Ferguson said the documents give a clear picture of how Council plans to deliver services and invest in Eurobodalla over the next 12 months.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“We’re focused on balancing the services our community relies on with responsible financial management,” Mr Ferguson said.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“We know everyone has a view on what matters most in their community, whether that’s roads, parks, libraries or essential services like waste.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“This is a chance to have your say and help shape where we focus our time, energy and investment over the next year.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The draft documents are on public exhibition until 31 May, and community feedback will help shape the final plans adopted in June. 									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">At the Council meeting on 28 April 2026, in addition to specific local matters, Councillors discussed governance, decision-making, public transparency and risks to our local government democracy.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The discussion, brought on by concerned Questions on Notice from Councillor Anthony Mayne, broadly divided Councillors along two lines, those backing community input and better decision-making and those that were silent. Silence on better governance and transparency is a usually vote for no change, or a sign of no interest in the issue. In the pro-community, pro-governance and pro-transparency camp, Councillor Anthony Mayne and Deputy Mayor, Colleen Turner, spoke of valuing the community’s input, particularly in public submissions and public presentations at Public Access and Public Forum. Councillor Sharon Winslade highlighted the unworkable existing governance arrangements and supported the importance of transparency and credibility in public decision-making.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Councillor Mick Johnson lamented the quality of agenda papers and lack of value-add being produced by Council staff to inform decision-making. Councillor Schutz spoke of the importance of submissions though did not offer any suggestion on how the submissions could be made more beneficial for Councillors to consider their contents. At the meeting, the Mayor, Mathew Hatcher, and Councillors Phil Constable and Laurence Babington had nothing to add on behalf of the public interest. This was a missed opportunity.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Mayor is on record for trashing public submissions to the Batemans Bay Masterplan, calling submitters, “a bunch of naysayers”.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">At Public Forum, prior to the Council meeting on 28 April 2026, the Mayor shut down two speakers on public access to Umeboro (Coopers Island), treating them unfairly and without respect because he was in a hurry to close Public Forum. Had the speakers been treated like the other speakers before them, Public Forum would have been extended by around 10 minutes.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Eurobodalla community needs a Mayor and Councillors who value and listen to them and a Mayor that treats all of his constituents fairly and does not play favourites and trashes the work and contributions of his community and those that provide a different public perspective to his own, serves the Eurobodalla community poorly.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">In another way, the Council meeting on 28 April 2026 was memorable for being unworkable. The agenda papers, running 1,483 pages in length, possibly a Eurobodalla record, were distributed by Council staff only two business days before the meeting. Notable, the Mayor stated there were 300-400 pages only. This process gave Councillors very little opportunity to read and consider the material, and make informed decisions on behalf of the community.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">It gave the community little opportunity to consider and advocate their views and knowledge to Councillors at Public Forum. This is very poor governance and puts the community and their elected Councillors in an unworkable position. Despite this, Councillors should be congratulated for doing their best in the circumstances. Council staff should also be acknowledged for doing their best to progress the work of the community.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">However, we need to make things better.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Solutions to these challenges are straightforward. NSW Government legislation permits Councils to publish their agenda papers well before Council meetings. This could be seven days, 14 days or even a month before meetings. Failure to do this would appear to be an administrative preference of Council’s Executive Leadership Team.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">In the era of hundreds and thousands of pages of agenda papers, this is unhelpful and untenable. They need to ask themselves who does this behaviour serve. Councillors are more than a rubber stamp. The community deserves informed decision-making.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Another option would be to return to two Council meetings per month, as occurred in the past, with part of the monthly agenda considered in two meetings rather than one.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">A further option is the ability of Council staff to hold public meetings, workshops or discussions to inform Councillors on matters on monthly agenda items of business. Why did this not occur in April 2026? All of the above or a mix of them would help.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Another democratic improvement would be to correctly record the business discussed in Council meetings. At present, as highlighted by Councillor Winslade, the minute record is minimal, little more than a record of motions and voting, with no details of the debate. A simple solution here is to put a Hansard-type record of Council meetings on the website. This is a simple, implementable and inexpensive reform, which adds value to the webcast of proceedings.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"> </p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">All of these solutions are legal, simple, inexpensive and implementable. They would improve Council staff’s performance and accountability. They would allow Councillors to make better-informed decisions for the community, and they would give the community a fairer go and the prospect of better outcomes.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Eurobodalla community and its Councillors deserve improvement its democracy urgently. Council staff, it’s time to</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">acknowledge the need and to step up.</span></p><p> </p>								</div>

									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Final certification documents on 11 Eurobodalla development approvals may be in doubt.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Last week the Bay Post’s Tim Grey published a story alleging that unlicensed certifiers had been operating for Eurobodalla Shire Council.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The story said “Eurobodalla Shire Council is facing the risk of millions in fines after a whistleblower revealed to the Bay Post that unlicensed inspectors had allegedly signed multiple occupancy certificates for homes across the shire.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Two separate sources from inside council allege at least 14 certificates may have been improperly issued. Council has confirmed it is aware of the unlicensed inspectors, and is investigating 11 invalid occupation certificates.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“The homes are scattered throughout the shire, with buildings allegedly in Catalina, Long Beach, Kianga, Surf Beach, Narooma, Lilli Pilli, Batemans Bay and Maloneys Beach affected.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The story said “If the allegations around the 14 invalid certificates are proven, Eurobodalla Shire Council could be open to fines more than $1,540,000.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">A Council spokesperson told the Moruya Mail: “Council is aware of alleged anomalies in the final certification documents on 11 Eurobodalla development approvals. This matter is subject to a legal review, once investigations are complete and any anomalies rectified, Council will present its findings to the Building Commissioner as it works toward a resolution for property owners.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“The legal uncertainty relates only to the occupation certificate – all inspections appear to have been done by registered certifiers. Letters have been sent to 11 affected property owners, and Council will work with them going forward. Only affected property owners will be notified. If you have not been contacted by Council regarding an occupation certificate, you are not affected” the spokesperson said.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“Council is working with a legal firm to understand potential avenues to rectify the situation. Ensuring property owners are not left vulnerable is a priority for Council.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Council cannot comment on staff employment or disciplinary matters.”</span></p>								</div>

									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Council voted last week to put the ‘Moruya Flood Study and Flood Risk Management Study and Plan’ on public exhibition despite calls for deferment from some Councillors Constable, Johnson and Pollock.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Cr Constable was concerned “we haven’t done all the engagement we should have done. I understand the Chamber of Commerce had a proposal put to them for development in Moruya just last week and a lot of work has gone into it. We haven’t engaged with these people that have been risking and putting a lot of money into their plans. I’m concerned this would hold up any potential development for them in an inordinate amount of time” he said. “We shouldn’t make the same mistake that have potentially may in other areas. And engage with significant land owners to make them aware of any studies. “</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Dir of Planning Gary Bruce said “The purpose of this report is to engage with the public and landowners. This is not to adopt any of the studies, It is to say we have now prepared them.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">‘The controls are largely the same as to what we have now – there’s nothing new in that respect. We need to engage with all parts of the community. And that’s the recommendation.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Cr Pollock said “we encourage people to explore opportunities and involve professionals at significant cost, particularly around flooding, but in our report we’re quoting a 2012 study that says don’t so anything in Moruya. I don’t see the encouragement of people to put forward plans. It’s a pretty lousy approach. Are you just going to leave it sterilized as it is now?”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Cr Shutz said “I’d rather not go into specific parties, it would be good to go to the entire community to see it. I would prefer to see an extended consultation period.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Cr Turner added “I’ve just been to flood conference in Qld and agree with Cr Shutz that if the 2012 study and 2025 study says severe increased flood risk, I am not inclined to defer it.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Flood Risk Management Study and Plan (FRMSP) identifies and outlines proposed mitigation measures to minimise the impact of flooding on the township of Moruya. The Plan outlines works and costings which can then be used for the purpose of applying for grant funding to undertake projects.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“The FRMSP is an important tool in how we plan for the safety of the town and its people, how we manage risk and how we plan for future development.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Council and contractor have been working on the study for nearly two years.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The objective of the study was to review and update the existing 1999 study, to improve understanding of flood behavior and impacts, and better inform the management of flood risk, in the study area, giving consideration to any available information and the</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Floodplain Risk Management Plan confirms that major transport routes (including the Princes Highway, South Head Road, Albert Street and Murray Street) overtop in relatively frequent events, limiting evacuation, emergency access and service continuity. The Plan prioritises asset resilience and operational continuity, such as improved emergency response planning, selective road-raising where justified, and better flood warning information. It is outlined that Albert St, South Head Rd, Murray St and the Princes Highway are key roads that need raising, and that CBD landform raising should be investigated.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Community consultation will be undertaken through a minimum 28-day public exhibition of the Moruya Flood Study (FS), Floodplain Risk Management Study (FRMS) and Floodplain Risk Management Plan (FRMP). During this period, the documents will be available on Council’s website and for viewing at the Batemans Bay, Moruya and Narooma libraries, as well as the Moruya Customer Service Centre.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Consultation will also include drop-in sessions, community workshops and conversations, and online promotion through social media.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Targeted consultation with key stakeholders, including NSW SES, NSW Health and the local Indigenous community, will occur during the exhibition period. Recent updates to climate modelling, system understanding, and Australian Rainfall and Runoff (ARR19) model inputs have resulted in higher predicted flood levels than those previously communicated.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Consequently, revised flood height data and comparative impact mapping will be made available for the study area during this consultation period.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The flood study and plans have also been presented to Council’s Climate and Environment Advisory Committee (CEAC). Ongoing dialogue and responses to specific questions from the Committee has also occurred.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">In conclusion the report said “The Study shows that flooding presents an ongoing and complex risk to people, property, infrastructure and access within the Moruya area, particularly due to the interaction of riverine flooding, tidal influences, road overtopping and climate change.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Importantly, it demonstrates that large-scale flood modification works would provide limited benefit relative to their environmental risk and cost, and instead identifies a suite of practical, defensible and largely non-structural actions focused on planning controls, emergency management, data improvement and community preparedness.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">In an email to Councillors and staff last week, the developers of the proposed multi story development on the corner of Campbell and Vulcan Streets, said “The proposed controls will prohibit any development that increases density in large areas of the Moruya Town Centre. Lots that are currently vacant will not be able to be developed. Lots that are currently underutilised will not be able to be intensified. Hailing from Tasmania, where she holds consecutive State titles, Zoe also won the Women’s Championship. Congratulations to Sally McLean (Jim Wild’s Oysters, Shoalhaven) for silver and Sue McIntyre (Broadwater Oysters, Pambula) for bronze.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">After a few years of coming close, Graeme Rush (Burrill Lake) not only made his first final, but took the win. 									<h5>The peak body for councils across New South Wales has today launched a detailed action plan to address the growing healthcare crisis in rural, regional and remote communities.</h5><p>The launch of the plan, held in conjunction with the annual LGNSW Rural and Regional Summit, marks the beginning of a campaign from councils across NSW to demand action on regional health in the lead up to the March State Election.</p><p>Mayor Darcy Byrne, President of LGNSW, said the “Caring for our Regions” action plan clearly lays out six key steps that would begin to address the growing inequity in access to healthcare services.</p><p>“Today councils from across NSW are sending a message that the crisis in regional health must not be ignored and that we demand action to fix it,” Mayor Byrne said.</p><p>“Our councils are working at the coalface in the bush, seeing how the gaps in health services are growing and becoming more dangerous by the day.</p><p>“Towns without GPs, mothers having to travel for hours to give birth, pensioners without access to aged care beds – these are all symptoms of the crisis and cannot be ignored.</p><p>”Shamefully, life expectancy for people living in these communities is about three years less than metropolitan areas<a name="_ftnref1"></a><a href="https://lgnsw.org.au/Public/Public/Media-Releases/2026/0507-health-crisis-action-plan-launch.aspx#_ftn1">[1]</a>.</p><p>“Multiple inquiries have repeatedly found that citizens in rural, regional and remote parts of NSW have poorer health outcomes and face significant challenges in accessing health and hospital services compared to people living in metropolitan areas.<a name="_ftnref2"></a><a href="https://lgnsw.org.au/Public/Public/Media-Releases/2026/0507-health-crisis-action-plan-launch.aspx#_ftn2">[2]</a></p><p>“Today we are speaking with one voice to say that the time for inquiries is over and that we demand action to fix the inequities in our health system.</p><p>“It is completely unacceptable that someone’s postcode will determine their access to essential healthcare services and we won’t stand for this crisis being allowed to fester and continue to grow.</p><p>“This Caring for our Regions action plan is informed by councils’ real experiences on the ground; listening to their communities, feeling the impact and in many cases stepping in to fill the void.</p><p>“For too long, councils have been bridging the gaps in access to appropriate healthcare for their communities and we invite the State and Federal governments to partner with us in implementing these six key actions.”</p><ol><li><p><strong>Strengthen the regional health workforce<br /></strong>The NSW Government must establish a Regional Health Workforce Investment Package, with $440 million over four years, to address systemic workforce shortages across general practice, specialist care, nursing, allied health and particularly mental health services in rural, regional and remote NSW.</p></li><li><p><strong>A GP guarantee<br /></strong>In a country as wealthy as ours, it is unacceptable that in parts of rural, regional and remote NSW accessing a GP is nearly impossible. A GP guarantee is needed, requiring targeted investment in regional training pathways and recruitment and retention incentives, and long-term workforce sustainability. LGNSW calls for a $200 million investment over four years to expand regional GP training, support recruitment in hard-to-fill locations, and ensure consistent access to primary care in under-serviced communities.</p></li><li><p><strong>Reimburse councils for filling the health gaps<br /></strong>The NSW Government must establish a rural, regional and remote health reimbursement scheme to compensate councils for costs incurred in supporting access to local healthcare. LGNSW calls for a $20 million program over four years to reimburse councils that are forced to redirect funding from core infrastructure and community services to support access to local healthcare.</p></li><li><p><strong>Safe, local maternity care<br /></strong>The NSW Government must reverse the decline in rural birthing services and restore safe, local maternity care. This requires targeted investment of $120 million over four years to protect and rebuild rural birthing units and expand midwife-led continuity of care and culturally safe maternity models, including for Aboriginal women and communities.</p></li><li><p><strong>Fund patient transport as core health infrastructure<br /></strong>The NSW Government must recognise patient transport as core health infrastructure. LGNSW calls for a $150 million investment over four years to provide sustainable funding for community transport services and integrated health and transport planning to improve access to care across rural, regional and remote NSW.</p></li><li><p><strong>Invest in community-based aged care and ageing in place<br /></strong>The NSW Government needs to work with the Commonwealth to establish a Rural and Regional Aged Care Transition Fund, with $250 million over four years, to:</p><ol><li><p>expand council-delivered supports for ageing in-place, including in-home care and community-based services in under-serviced regions;</p></li><li><p>support transitional care models that reduce hospital discharge blockages; and enable faster delivery of residential aged care infrastructure in high-need communities.</p></li></ol></li></ol><h6><strong>Regional health advocate from the Eurobodalla Dr Arn Sprogis said </strong><span style="font-size: 16px;">“Finally after decades of poor access to State and Commonwealth funded healthcare in rural areas like ours, rural councils have taken up the challenge for their communities with an Action Plan To Fix The Regional Health Crisis.”</span></h6><p>“Eurobodalla Council has the capacity to take a leadership role in reforming the local health system to be community focussed, better integrated and most importantly equally accessible to the whole community. It’s now up to both State and Commonwealth governments to support local governments role in equity of access and funding for healthcare” said Dr Sprogis.</p><p style="font-weight: 400;"><strong>Dr Michael Holland, Member for Bega,</strong> presented to the Local Govt Rural and Regional Summit this morning.</p><p style="font-weight: 400;">“Rural and regional health is central to the future of NSW, and people living in regional, rural and remote communities deserve the same timely, high-quality healthcare as anyone else in the state.</p><p style="font-weight: 400;">&#8220;At the Rural and Regional Summit, I welcomed Local Government NSW’s Six-Point Action Plan and its strong alignment with the NSW Government’s rural and regional health priorities. I also acknowledged the important advocacy of local councils and regional communities in shaping practical solutions to ongoing healthcare challenges.</p><p style="font-weight: 400;">&#8220;I spoke about the significant progress being made to strengthen the regional health workforce, including more than 5,000 additional full-time equivalent health workers across regional and remote NSW since 2023, expanded recruitment and retention incentives, increased rural training pathways, and more than $200 million invested in health worker accommodation.</p><p style="font-weight: 400;">&#8220;I also highlighted the importance of improving access to primary care and GP services through initiatives such as the Rural Generalist pathway, multidisciplinary care models and the statewide rollout of Virtual Urgent Care, which is helping improve access to healthcare for people in regional and remote communities.</p><p style="font-weight: 400;">Councils are playing a critical role in supporting healthcare delivery through housing, childcare, transport and community support, and I acknowledged that strong partnerships between government, councils and local health services are essential to improving outcomes.</p><p style="font-weight: 400;">The presentation also addressed patient transport, regional maternity services and aged care, including recent investments in additional regional midwives, continuity of care models and initiatives to support people to age in place.</p><p style="font-weight: 400;">While important progress is being made, I made clear that the work is ongoing. 									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The long running saga of Coopers Island Road ownership and recreational access to Bowns Creek drew a large crowd to the Eurobodalla Council meeting on Tuesday.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Council had previously proposed to sell the Crown Land to the owners of Coopers Island who farm cattle there.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Business Paper concluded that “</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Whilst it was not Council’s decision or assessment that there is no public access to the waterway, members of the community do not accept the Crown Land’s assessment.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Closing the road now would effectively render any representation to Crown Lands ineffective.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">It is therefore recommended not to proceed with the road closure and sale.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">However, community members wanted further clarification about the status of the road.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Four speakers had registered to speak at Public forum, yet with a full house and many speakers, the presentations were cut to four minutes. By the time the last four speakers (on Coopers Island Rd) came around they were rushed through and the last two, Sue Dunks and Max Castle were cut short.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Retired surveyor Peter Cormick told Council. “</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Disappointingly, I find today’s report on Coopers Island Road to be lacking in substance and direction, and to be disjointed.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Recommendation 3 asks </span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">That Council meet with Crown Lands to convey the public interest in this matter”. However, for years, Crown Lands has been very aware of the public interest in “this matter”, which is extensive and obvious to all. In my view, engagement with Crown Lands must focus on the centrally important legalities of this mater: specifically, as they relate to the status of the causeway.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">On 4 September 2018, The Director of Titling and Plan Services at NSW Land Registry Services, provided written advice to council staff in which he referred to a specific Certificate of Title and Deposited Plan and stated that this documentation “clearly shows that the Coopers Island Causeway is not part of Lot 2 in DP12290 and appears to be part of the bed of the Tuross Lake” (emphasis added). I assume that staff have shared this fundamentally important document with councillors. A copy has been attached for convenience.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Council’s Registered Surveyor at that time, who had sought this NSWLRS advice just four weeks beforehand, passed it on, up the line, on the day he received it, copying in a further six council staff, stating “As I suspected, any ‘land’ that forms part of Coopers Island Causeway is Crown Land. NSWLRS confirms this by reference to the plan in certificate of title Vol 7165 Fol 248</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">”.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">As we know, on 12 September 2024, in apparent ignorance of and in contradiction to the NSWLRS advice to this council, Crown Lands advised council that the causeway is part of Lots 2 and 2A, advice which led to council subsequently proposing to sell the road, believing it then to be a road to ‘nowhere’ – even though the NSWLRS advice was on file.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Mr Cormick suggested “</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">That, as a matter of urgency, Council meet with Crown Lands to discuss the implications of the 2018 NSW Land Registry Services advice provided to Council on 4 September 2018 for the veracity of the decision by Crown Lands in September 2024 on the status and ownership of the causeway &#8211; and report back to Council on the outcome of those discussions immediately after they have concluded.</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Mrs Sue Dunk</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">presented some of her speech to Council saying:</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">From the documentation, Council sought submissions from NSW Crown Lands and NSW Department of Primary Industries Fisheries.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Importantly, an email from Bryan van der Walt at Fisheries dated 17 February 2026 confirms that Fisheries withdrew their objection to the proposal. No reasons were provided for this withdrawal in the correspondence.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">This raises an obvious question: what changed, and why was no explanation given for the withdrawal of an objection in relation to a matter of public land?</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">More critically, I asked in my GIPA whether the Aboriginal Land Council had been consulted at any stage.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">There was no consultation.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">No correspondence.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">No engagement.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">This is deeply concerning. Coopers Island and its surrounds are culturally and historically significant. Council itself acknowledges this, with Coopers Island Road specifically referenced in its “Connecting with Country” document. Yet despite that recognition, the Aboriginal Land Council has not been consulted.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">That is not acceptable. It is inconsistent with Council’s own policies, with modern standards of governance, and with basic respect.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">When it came to Council debate, Cr Winslade moved that Council go into confidential hearing to discuss legal matter. After an hour Council returned, Cr Windslade moved an Amendment THAT :</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">1.That Council not the considerable public interest in this matter.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">2. That Council note Crown Lands’ advice that there is no legal access to the water from Coopers Island Road.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">3 Council pursue a GIPA request, and meet with Crown Lands to convey the public interest inn accessing the waterway.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">4.That Council confirm that they will not proceed with the closure and sale of Coopers Island Road.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Only Cr Babbington Voted against the motion.</span></p>								</div>

									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">On Thursday, 23rd April, at the CWA Hall, the CWA Moruya Branch presented a formal pledge letter to Eurobodalla Regional Hospital Carers Accommodation Eurobodalla Regional Hospital (CAERH Inc,) in the presence of community members and guests.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The CWA has pledged $170,000 to CAERH Inc, which will fund the construction of an entire care unit at the new Moruya hospital site.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">CWA Moruya Branch would like to express appreciation to the community for their contributions, making this pledge possible.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">CAERH President Cr Rob Pollock accepted the pledge letter applauding the generosity of the Moruya CWA.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Pres. Virginia Eddy said “I am very proud to be part of an organisation that gives back to the community, and in particular this facility that will be available for use by locals and people from the wider area. 									<p class="cvGsUA direction-ltr align-start para-style-body"> </p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">CAERH is a single purpose charity dedicated to serving our local community by raising funds, designing and building carers accommodation at the Eurobodalla Regional Hospital, now under construction and due for opening in 2027.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The accommodation will be located in the hospital grounds and managed by Southern NSW Local Health District, so that these support people will not have to travel.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">They may be asked to pay a nominal daily fee which will be set by the hospital to help with laundry and maintenance costs, thus helping to ensure the ongoing viability of the service.</span></p>								</div>

									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The Council Chamber was overflowing with</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">residents to hear from the public presenters and a very full Agenda with several contentious matters.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Ironically, when Council was about to hear a Notice of Motion from Cr Mayne about community consultation, the presenters were cut short due to time constraints, given only 4 minutes (from the regular 7) but were only told this a couple of hours before the meeting.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Before the Meeting, around 50 people assembled outside top hear from speakers on the ‘Climate Compensation to Protect Ratepayers’ motion and The Coopers Island Road matter. See</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">pages 5 and 6.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">There were three speakers against a</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none"> 14 Lot Torrens Title Subdivision, public road and earthworks in Annetts Parade, Mossy Point, </span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">which used lot size averaging.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Pamela Green addressed Council saying “</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">This is not simply a matter of whether the proposal fits within policy.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Under Clause 4.1E (lot averaging), it asks something more.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">It asks whether you are satisfied that this subdivision will retain environmental values and result in no significant adverse environmental impact.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">She added “</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The site will still lose around 70% of its native vegetation. It will become fourteen lots &#8211; most below the minimum size.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">It relies on lot averaging.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Lot averaging can allow development to step lightly &#8211; to gather in one place and leave another intact.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">But here, the pattern is spread.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The pressure is spread.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">What remains will be irretrievably broken into smaller pieces.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The ecological case rests on retention &#8211; trees, corridors, canopy.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">But there is a difference between what remains, and what continues to function. The impact does not stop at what is cleared, it extends outwards beyond the cleared footprint through light, noise, and disturbance into what remains.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">This has not been fully accounted for in assessing habitat loss.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">For the Yellow-bellied Glider and other vulnerable species, habitat depends on connection. Movement. Return. Continuity.</span> <span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">When that breaks, the pattern changes.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">The decision comes back to two questions &#8211;</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Are you satisfied that the development proposal in its current form meets the intent of the C4 zone and are you satisfied that environmental values will be retained and that there will be no significant adverse environmental impact as required under Clause 4.1E?</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">This application asks you to accept that fragmented habitat, small urban lots, and long-term disturbance can coexist with ecological functionality. The evidence does not support that conclusion.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">There is still a path through your decision today, where a redesigned development within the intent of the C4 zone, and the land and its life can coexist.”</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Council Moved to defer the Matter while more clarification about the C4 zoning (Environmental Living) could be provided.</span></p>								</div>

									<p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Several times throughout the meeting, Councillors expressed their frustration at being unable to fully understand some of the information before them.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">This has been brought about by the NSW government change in the standard Code of Meeting Practice that no longer allows closed Councillor workshops with staff. While the intention of the State was to improve transparency, it leaves Councillors, especially new councillors, at a disadvantage as they cannot ask questions and get advice about varying matters, especially planning legislation.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Council Agendas are only available seven days before the meetings and are often hundreds of pages long. Councillors have little time to digest often complex matters.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">Last year LGNSW President Cr Phyllis Miller OAM said</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“</span><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">While acknowledging the new code, LGNSW remained disappointed with the Minister’s decision to prohibit briefing sessions for elected council representatives.</span></p><p class="cvGsUA direction-ltr align-start para-style-body"><span class="a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none">“Councillors are elected to make informed decisions on behalf of their communities,&#8221;
